Statutory regulations applicable for seafarers serving as officer onboard dutch flagged ships.
NTTA advises to send your application form (clearly stating weather it is Deck Officer or Engineer Officer that you are applying for!) together with the papers that are necessary to apply for a Certificate of Competence (VBB), to the IVW/DS – Inspection of Traffic and Waterways, Maritime Division (IVW/DS) Crewing Department.
The examination office will check if diploma’s and old Certificates of Competence from your country of origin are sufficient for the candidate to meet the criteria of acceptance of the Dutch government.
When candidate is approved, their application form will be signed and the examination office will send all the documents, including the application form to NTTA.
NTTA will contact the employer to make an appointment for the Assessment, or to confirm a date that was already set for it.
English speaking deck officers and/ or engineers that need to pass the Assessment Dutch Statutory Regulation (for foreign ship officers) before applying for a Dutch Certificate of Competence and sail under the Dutch flag as captain or chief engineer.

Reasonable knowledge of the English language.
Deck Officer or Engineer trained according to STCW’95.

When the exam is passed, the certificate Dutch Statutory Regulations will be handed out and the Seaman’s is signed and stamped.
